Playground Safety Information

With warmer weather comes increased use on our playgrounds. The following valuable safety information was provided by Doug Buell of Buell Recreation who continues to be a proud sponsor of OSSOA:

FOND DU LAC, Wisconsin (April 24, 2014) – In celebration of National Playground Safety month in April, the BCI Burke Company encourages awareness and safe playground practices for both kids and adults.

“There is nothing better than letting off steam at your favorite playground, and there are simple things we can all doundefinedyoung and oldundefinedto make our playgrounds safer,” said Tim Ahern, BCI Burke CEO/owner. “Some of my fondest memories as a kid are of swinging and sliding at the local Fond du Lac parks, and outdoor play areas all over the globe are still one of the most compelling ways for kids to stretch their muscles and imaginations,” Ahern adds.

Yet each year, more than 200,000 injuries occur on America’s playgrounds, according to the National Program for Playground Safety (NPPS). Moreover, 15 percent of these injuries were classified as severe, with 3 percent requiring emergency room attention.

During Playground Safety Week, and all year long, Burke emphasizes the importance of education for both children and adults, including parents, teachers and other caregivers. Play safety also requires keen awareness to monitor children’s behaviors and play patterns, common sense, and redirecting behaviors when potential issues arise.

No matter how safe the equipment is, it cannot supervise the kids. Unfortunately, the lack of adult supervision is a major problem on playgrounds across America. Even when playgrounds are built with the highest quality materials, once they are put in the ground, education needs to be ramped up with adults and kids regarding safe play practices. One of the most important, yet often overlooked components is an effective supervision program.

Training is the first step to help communities reduce injury statistics and make visits to the playground safer. Important tips to be aware of when moving and exploring on a playground include:

• A play area should be provided for preschoolers, ages 2-5, as well as, a separate play area for children ages 5-12 due to the differing capabilities and needs of children. Supervision needs to be provided to ensure that children play on equipment designated for their age.

• It is vital to use surfacing around play structures. Options include, but are not limited to: turf, pea gravel, engineered wood fiber, loose rubber, sand, rubber tiles or poured in place rubber. It is best to consult with a CPSI (Certified Playground Safety Inspector) or your playground manufacturer to ensure all safety and accessibility guidelines are followed.

• Once the safety surfacing is installed, it is critical that it be properly maintained around the play area to ensure that maximum safety is consistently provided over time.

• Be aware of completely bounded openings on playground equipmentundefinedthey should measure less than 3.5 inches or more than 9 inches to prevent head entrapment for a child at play.

• Make sure debris and litter is cleaned up promptly to prevent tripping hazards or health issues.

• Look for safety signs on playgrounds that help inform parents and other supervisors which structures are appropriate for the age of the children in their care and remind them about adult supervision recommendations.

• Always supervise children at play. A majority of injuries occur on playgrounds because children are not being monitored by adults.

• Be on the lookout for broken parts, rust, protruding hardware, sharp edges or other areas of disrepair.

• Choose a cooler part of the day to play, if possible. Be sure to apply sunscreen to protect children’s delicate skin.

• Interact with children at play. They take great pride in showing adults what they can do. This involvement also promotes better attention to safety.

Proud of their continued avid support of children’s play and safety, Burke is the only manufacturer to provide an NPPS Safe Playground Supervision Kit with each play system. NPPS also offers ample resources such as the Kid Checker Program. More information can be found at www.playgroundsafety.org.

CNA, the boiler machinery carrier for PACE, is conducting a free training class in Medford in April.

The following is an overview of this training:

"Even with expert installation and regular maintenance, boilers still break down and experience catastrophic failures that can shut down your
school. This course will focus on jurisdictional code requirements and inspections, boiler operational procedures, boiler controls and safety
devices and the importance of an effective boiler water chemistry program for low-pressure boilers."

Integrated Pest Management is an effective and environmentally sensitive approach to pest management that relies on a combination of easy-to-implement, common-sense practices. IPM programs use current, comprehensive information on the life cycles of pests and their interaction with the environment. This information, in combination with available pest control methods, is used to manage pest damage by the most economical means and with the least possible hazard to people, property and the environment. IPM takes advantage of all appropriate pest management options including, but not limited to, the judicious use of pesticides.

Quality Educational Walkthrough Opportunity

Rich Prill with Washington State University Extension Energy Program is a nationally recognized expert for school indoor air quality. Rich has conducted hundreds of educational indoor air quality walkthrough assessments in Oregon, Washington, and Idaho School Districts. He currently has grant funding left to conduct three days of education and skills training walkthroughs at Oregon Schools next fall. He typically can conduct walkthroughs of two to three buildings in a day. The hope is to fill up these three remaining days to help ensure funding to do more of these in years to come. These walk-through assessments are non-threatening and non-regulatory. If this is something that you would like to have done at your District you can contact Rich via phone at 509-413-8996, or email at PrillR@energy.wsu.edu. You can visit the WSU Energy Program website and view and/or download archived copies of the Indoor Air Quality Newsletter for NW Schools. These newsletters will give you a good idea of the educational approach Rich can provide for your schools. http://www.energy.wsu.edu/PublicFacilitiesSupport/IndoorAirQuality/IAQNews.aspx

Lifting and Back Injuries

PROBLEM:

Over 1 MILLION workers suffer back injuries each year, accounting for 1 in 5 workplace injuries *

4 out of 5 injuries to the lower back result from manual materials handling including lifting, placing, carrying, holding and lowering.*

25% of all compensation indemnity claims involve back injuries and 1/3 of all compensable back injuries could be prevented via ergonomics.*

MANAGEMENT GUIDELINES: SAFER LIFTING

Avoid manually lifting and minimize distances loads are lifted and lowered. *

Improve access to materials being handled, allowing workers to get closer, reducing reaching and twisting.*

Shooting Response Resources

In response to the increased discussions involving the threat of shootings in schools, we are sharing the following resources with our membership: Board member John Meyer has summarized his interpretation of the book School Shootings by Joseph Lieberman, an insightful exploration of the root causes and nature of these events. To read John's summary, Click Here.

We would also like to share power points on School and Law Enforcement Joint Response and Preparing for an Active Threat.

Influenza Related Resources

The 2012-2013 flu season began early this year and has become one of the worst we have seen in years. Click Here for informational, flyers, videos, and other valuable resources for dealing with influenza and other infectious disease outbreaks.

The following is a message from Kaiser Permanente outlining strategies to protect ourselves and our staff members:

”Influenza activity is increasing in Oregon and Washington. With heightened media coverage recently, we are seeing an increase in requests for seasonal flu vaccinations in unprecedented numbers. And, KPNW facilities (especially our urgent care clinics and the Emergency Department) are also seeing an increasing number of members with influenza-like illness.

Do what you can to stay healthy

The flu is spread from person to person, mostly through coughing and sneezing. You can also get a flu virus by touching a contaminated surface.

It’s not too late.

• Wash your hands frequently and thoroughly with soap and water for at least 20 seconds. Carry an alcohol-based hand gel to use when you can’t wash.

• Cover your cough. Cough or sneeze into a tissue or your upper sleeve instead of your hands. If you do use your hands, wash them as soon as you can.

• Avoid touching your face. Flu viruses can spread by touching something or someone that is contaminated and then touching your eyes, nose, or mouth.

Keep surfaces clean. Countertops, telephones, toys, cups, sinks, and other items that sick children or adults come in contact with may become contaminated. The FDA recommends mixing 1 teaspoon of bleach with 1 quart of water or using a household sanitizer to help keep surfaces clean. Disinfect sponges frequently by running them through the dishwasher or washing machine or by soaking them in a bleach and water solution.”

Here are some additional cold and flu related resources:

Are You Editing Your Emergency and Reunification Plans?

In light of the recent shootings at Portland's Clackamas Town Center, and Newtown, Connecticut's Sandy Hook Elementary, are you, like many school administrators across the country, reviewing your school district's Emergency Response Plans and Reunification Plans? It's never too late to start now!

Your school's Emergency Response Plan is a document that tells everyone--teachers, staff, students, parents and school board members--how your school is planning to react in an emergency, and what everyone's roles are supposed to be to ensure the safety and security of students and staff after an incident. It should also include a communications plan, so information can be delivered to staff, students, parents and the press in an effective manner. Finally, in order for your district to be eligible for some forms of financial assistance after a disaster, your district may be required to show that it has developed and followed these written plans.

Your school's Reunification Plan is a document that describes what you're going to do after an incident to ensure the students are safely reunited with their families as soon as possible. It can help you not only ensure that your students are given to the right adults, but also help you avoid traffic jams of worried parents blocking access to busses and emergency vehicles, because they'll know what to do and where to go.

The Federal Emergency Management Association (FEMA) provides districts with lots of assistance to put together their plans. They have a great page with lots of resources, including a sample School Emergency Operations Plan upon which you can base your own schools' plans.

In addition, FEMA also has a flyer (in PDF format) called "Preparedness Tips for School Administrators". It contains a good summary of a district's needs, and it contains clickable links to more resources, including message scripts and a sample reunification plan!

You can access both the FEMA site and the FEMA flyer by clicking on this link to the OSSOA Disaster Resources Page and scrolling down to the bottom of the page!
Winter Driving Safety

If you find yourself hitting the road during adverse conditions, consider these 10 tips to stay safe on your journey.

1. Know your route and keep abreast of weather conditions. The Web can be great source of current weather information. Make a list of Department of Transportation road-condition hotlines and consult them every few hours while you’re on the road. In Oregon it is www.tripcheck.com. Pay special attention to avalanche conditions along your route, because temporary road closures are common in mountain areas.

2. Drink plenty of water. When the weather is chilly, dehydration might seem unlikely, but according to a study by the Mayo Clinic, as little as a 1-2 percent loss of body weight can lead to fatigue and reduced alertness undefined both of which can be deadly when you are driving in icy conditions. Carry (and drink) five to six 16-ounce bottles of water per day. Keep them with you in the passenger compartment, as they might freeze in the trunk.

3. Eat enough food. Your body needs more nourishment in cold weather than it does on a balmy summer day. Avoid candy bars and other quick-sugar-release snacks. Sandwiches, fruit or a thermos of hearty stew are much better choices. Carry a day’s worth of high-energy food and water in a warm area of your vehicle in case you are stranded for a few hours.

4. Pack a winter travel safety kit. Include a cell phone, an ice scraper and brush, a tow rope, cat litter (for use as a traction aid), blankets, a good flashlight, a candle, matches, a good book, a portable weather radio and a can of lock de-icer. (Never use hot water on glass or locks undefined it will refreeze and create a bigger problem.)

5. Slow down. A good rule of thumb is to reduce speed by 50 percent in snowy conditions. Blasting through snowdrifts may look cool in TV advertisements, but it’s way too hard on your vehicle to be worth it. Equally important: Don’t go too slow. Your car needs momentum to keep moving through snow on grades.

6. Keep a light touch on the controls. Smooth operation is the key to keeping control in slippery situations. Nervousness can lead to a hard clench of the steering wheel, which can result in loss of control. Consciously loosen your grasp or stretch out your fingers from time to time to help prevent that white-knuckled grip.

7. Know how to recover from skids. When braking on a slippery road, it’s all too easy to “lock up” your wheels by stepping on the brakes a little too hard. If you start to skid, steer the vehicle gently in the direction you want the front of your vehicle to go and don’t touch your brakes. This used to be called “turning into the skid,” but tests have shown that drivers often misinterpret these words in real-life situations.

8. Keep your tires in good condition and properly inflated. Cold weather reduces tire pressure, so check and adjust frequently. Tire tread depth should be at least 1/8-inch, and good snow tires with lugs will outperform just about any all-weather tire on the market. Carry (and be able to install) traction-control devices like snow chains whenever you know you’ll be in a snowy area. Sometimes such devices are required, and if you don’t have a set, you’ll be forced to pay a premium to acquire them on the spot.

9. Make frequent rest stops. Winter travel is much more fatiguing than summer cruising, so stop every hour or so. Get out, stretch undefined maybe even make a few snow angels! It takes only five minutes to significantly improve your level of alertness.

10. If you get stuck, stay in your vehicle. Stay warm and wait for assistance. Make sure that your exhaust pipe is clear of any obstructions, including snow and ice; if you don’t, carbon monoxide gas can build up inside the vehicle.

Whether you’re hitting the road in winter for work or for pleasure, preparation and knowledge can help keep you whistling “Let it Snow” instead of fighting frostbite in a snowdrift.

President's Message

Dear Members,

2012/2013 promises to be an exciting year for OSSOA. We look forward to building on the momentum of our annual workshop held in July at the Riverhouse in Bend. If you joined us at the conference you heard presentations on the emerging risks associated with electronic media and social networks, and the importance of safety committees and sound risk management practices. There were also opportunities to meet and network with colleagues around the state including a roundtable discussion on the challenges of complying with Integrated Pest Management regulations. We have received excellent feedback from those of you who attended the conference and have already begun planning for next year. We would love to hear from you if there are topics you would like to see covered.

The strength of our association is drawn from the collective knowledge and expertise of our membership and is supported by the relationships we build with our sponsor members. We all face many of the same challenges, and answers and solutions can often be found by networking through OSSOA. We become stronger as our membership grows, when we add new sponsors, and when our organization makes it easier to share resources with each other. We are committed to working this year to grow in all three areas through networking, our website, and our annual workshop.

I encourage you to explore the resources OSSOA has to offer. Visit our website and see the latest in the world of safety, take advantage of the networking opportunities, and make plans to join us next July 23 in Bend.

Finally, if you have any questions or suggestions for how we can serve you better, please feel free to contact me or any of the board members.

Best regards,

Kevin Jones, ARM
National Preparedness Month

We are a week into school and over a week into September and it's probably time to share some information about National Preparedness Month. Especially as we've just seen the 10th anniversary of the September 11 attacks and some devastating weather in other parts of the country. Oregon has been relatively quiet (knock on wood) compared to the other parts of the United States but that doesn't mean we shouldn't be thinking about how we should prepare, react, deal with a disaster.

First, the federal government site, www.ready.gov, offers some great videos, toolkits and public service advertisements you can use to educate your constituents. They also have a site designed for kids which is useful in preparing kids for those emergency drills.

Oregon Emergency Management has lots of information as well. Including a link to Citizen Corps which helps coordinate preparedness efforts in communities. Schools have a large role to play when it comes to community planning as they are most often the site of shelters or other distribution points. It is important to have community agreements and relationships built so relief and recovery can be started immediately after an occurrence.

And finally, American Red Cross has resources and a store where you can buy supplies. Their list of resources and advice for National Preparedness Month was posted September 1. They even have a blog that can be RSS fed into your favorite reader (for those tech savvy individuals).

Now it's your turn. Tell us what you know. What resources have you come across that have been helpful in your planning for a disaster?
